Foreign Driving Licence Conversion Stopped from 19 May 2025
Main points for foreigners
- Foreign driving licences can no longer be converted to Malaysian driving licences. Foreigners who need a Malaysian licence must complete the normal Malaysian licensing process.
- This includes employment pass, work permit, work visa and expatriate pass holders, unless the applicant falls within an official exemption.
- Foreign nationals staying in Malaysia temporarily for less than 12 months may use a valid IDP issued by a country covered by the 1949 or 1968 road-traffic conventions. ASEAN nationals may use their home-country driving licence under the ASEAN agreement.
- Exemptions: members of the diplomatic corps, Malaysia My Second Home (MM2H) participants, and Malaysians who obtained a foreign driving licence before holding a Malaysian licence.
