Foreign Driving Licence Conversion Stopped from 19 May 2025

Main points for foreigners

  1. Foreign driving licences can no longer be converted to Malaysian driving licences. Foreigners who need a Malaysian licence must complete the normal Malaysian licensing process.
  2. This includes employment pass, work permit, work visa and expatriate pass holders, unless the applicant falls within an official exemption.
  3. Foreign nationals staying in Malaysia temporarily for less than 12 months may use a valid IDP issued by a country covered by the 1949 or 1968 road-traffic conventions. ASEAN nationals may use their home-country driving licence under the ASEAN agreement.
  4. Exemptions: members of the diplomatic corps, Malaysia My Second Home (MM2H) participants, and Malaysians who obtained a foreign driving licence before holding a Malaysian licence.

Register & learn

Register online or at SDC Petaling Jaya, then attend the Malaysian Highway Code classroom session with biometric check-in.

02Computer test

Pass the theory test

Sit for your assigned theory test at MYSpeed Exam Centre. Results are provided immediately after completion.

03Self-application at JPJ

Apply for your L Licence

Bring your passport, valid visa, theory result slip and a white-background photo to JPJ Petaling Jaya.

04KPP02 + KPP03 · 18 hours

Complete driving training

Complete 6 hours of circuit training and 12 hours of road training with an SDC instructor.

05Institute assessment

Pass QTI pre-test

Take a realistic mock driving test conducted by an authorised SDC QTI officer before your JPJ exam.

06Official driving test

Pass JPJ & get your P Licence

Complete the circuit and road test. After passing, apply for your probationary licence at JPJ.

Mandatory dress code

Dress correctly for every course, training session and test.

All students must follow SDC’s dress code at all times. The same requirements apply to male and female students.

Applicable to all courses, practical training sessions, QTI assessments and JPJ tests.

Strictly required at all times

  • Failure to follow the dress code may result in cancellation of the course, training session or test.
  • The student will be required to pay the applicable penalty.
  • The cancelled session or test must be rescheduled to another available date.
Can foreigners apply for a Malaysian driving licence?
Yes. Eligible foreign residents can complete the Malaysian licensing process, subject to valid immigration documentation and JPJ requirements.
Can I choose an automatic car licence?
Yes. SDC offers Class DA automatic and Class D manual car licence packages.
Are L and P Licence fees included?
No. The L Licence, renewal and P Licence fees are generally paid separately by the student unless a current package explicitly states otherwise.
Can I train on weekends?
Weekend availability is included with Premium and Preferred packages, subject to scheduling availability.
What if I fail QTI or the JPJ test?
You can re-sit the assessment. Complimentary attempts and retraining vary by package; additional charges may apply.
